The most common causes of this issue are: Take the low route from the save point and access the second right-facing vent at ground level (it's being watched by two guards).Your IP address has been temporarily blocked due to a large number of HTTP requests. This artifact can be found during the "access the watchtower" objective.
Go off the roof to the right, and immediately drop down as far as possible. This artifact can be found right after the save point that begins the "access the watchtower" objective. From just outside the locked door, backtrack down the two grapple points and all the way to the far right wall, then head down the stairwell to the very bottom right corner where the artifact is located. This artifact can be easy to miss depending on what route the player takes to the locked door that initiates the "Meet Up With Ora" objective. Jump up to the roof immediately on the right, then make a long jump back up and to the left, and scale that wall to find the artifact on the landing at the top. Crawl across the ceiling over the two guards, then jump up to the next ceiling, and on to the outdoor landing directly above.
This artifact is way up above the first room in the level, with the two guards.
